Theme Lead – Club and Project Development (Stoke on Trent City Council) [Fixed Term]

Job Purpose:
Using Sport and Physical Activity through the voluntary sector and club infrastructure to develop and implement the effective delivery of the Stronger Together vision and the  Physical Activity and Sports strategy. To establish and facilitating growth through sustainability of the voluntary sector sports organisations. To be seen as an enabler of multi-agency working within the Stoke on Trent boundaries.

Key Duties / Responsibilities:
 To develop and implement policies and plans on specific project areas to ensure best practice is applied. E.g City Adventures, Talented Athlete Scheme and Club Development.
 Develop and deliver a comprehensive sports based volunteering and volunteer support programme addressing both volunteers placed within the third sector as well as those engaged in supporting programs led by the city council and other key strategic partners
 To monitor and evaluate performance and contract management of commissioned services such as the City Adventure project.
 Establish and enable third sector organisations be it a charity, sports club or housing
association to deliver effectively to its service users.
 To meet national strategy, guidance and statutory responsibilities in relation to the specific services, this includes working with joint funders and key stakeholders.
 Work in a collaborative manner with a wide range of partners to develop intelligence led support packages for third sector organisations involved in sport in the city which are designed to help these organisations develop, become more sustainable and maximise their impact on the city.
 To undertake and co-ordinate multi- agency task and finish groups, on behalf of the wider team and line manager, to ensure strategic and operational objectives are delivered.
 To undertake necessary work to support policy/ decision makers and resource holders to commit resources to new and innovative partnership projects including developing income generation activities to support new approaches.
 To be an effective member of the team, prepared and able to support and cover, where appropriate, the line manager. To lead specific areas of work, in conjunction with manager, with joint funders, key stakeholders / partners, commissioners and colleagues in the development and management of the implementation of a local delivery.
 To encourage and develop positive and pro-active relationships across the various funders, stakeholders, partners and colleagues in order to deliver an effective delivery.
 To develop strategy and policy by providing research, market / needs analysis exercises, service development and design, planning, producing reports and project management capacity for the line manager.
 To interpret national guidelines, best national practice and offer advice as the commissioning strategy or service develops.
 To undertake market management, shaping and development with support from others.
 To use appropriate electronic system/database to produce the required performance reports and can be interrogated easily as part of the overall monitoring and review process.
 To produce performance reports as and when required for both internal and external meetings.
 To support and lead, where appropriate, the process of effective consultation and community engagement.
 To attend local meetings, working groups and task and finish groups, as appropriate, on behalf of the team / City Council.
 Develop and Manage the a new athlete support programme for the City including seeking input from partners
 To control and manage financial budgets in line with corporate allocations and external funding grants. Gross Revenue Budget : £371,000
