Academic Health Science Centres competition 2013

The Department of Health has launched a new, open, two-stage competition to designate Academic Health Science Centres (AHSCs) in England.

The role of the newly designated AHSCs will be to increase strategic alignment of NHS providers and their university partner, specifically in world-class research, health education and patient care, in order to improve health and healthcare delivery, including through increased translation of discoveries from basic science into benefits for patients. AHSCs will be able to realise their potential as drivers of economic growth through research partnerships with commercial life science organisations.

The characteristics of the AHSCs will include:

  • strategic alignment of NHS provider and university objectives;
  • the highest volume, critical mass and world-class excellence in basic medical research;
  • the ability to translate findings from basic research into excellent translational, clinical and applied research across a range of interests;
  • ability to translate scientific advances into patient benefit, in order to improve patient care and healthcare delivery;
  • excellence in patient care;
  • excellence in health education;
  • strong partnership governance;
  • strong clinical informatics platform to underpin the delivery of AHSC objectives;
  • strong track record of, and capacity for, productive research collaborations with the life sciences industry and contribution to economic growth;
  • strong patient and public involvement and engagement.

The AHSC designation will be for five years, commencing 1 April 2014.

The NIHR Central Commissioning Facility (CCF) is managing the call and designation process on behalf of the Department of Health.

The closing date for submission of the Pre-qualifying Questionnaire by NHS provider/ university partnerships in England that are interested in being considered for AHSC designation is 31 May 2013 at 1.00pm.

Dual Funding Structure for Research in the UK: Research Council and Funding Council Allocation Methods, and Impact Pathways (BIS report)

A report analysing the dual support system for research funding in the UK and how it has changed since the 2001 Research Assessment Exercise (RAE) has told the Department for Business, Innovation and Skills that it is associated with a high level of concentration at the richest universities.

This report ‘Dual Funding Structure for Research in the UK’, analyses the links between research performance, research funding models and the knowledge exchange activities and research motivation of academics in the UK. It looks at the UK system of dual funding support in which university research funding is provided by both institutional block grants from the Funding Councils based on quality assessment exercises and by funding through peer reviewed competition from the Research Councils.

Prepared by the Centre for Business Research and the UK Innovation Research Centre, the report found that, when ranked by income, the top 10% of universities received 53% of mainstream Quality Related research funding and 64% of research council funding in 2010.

Over the same period, the second-richest 10% received only 20% of mainstream QR funding and 20% of research council funding.

The report, commissioned by BIS, found that overall, the dual support system of funding for university research brought about a real-terms rise in both mainstream QR and research council funding between 2002 and 2010.

Between 2002 and 2010, research council funding grew faster than QR funding, the report notes. However, it adds that this is in part due to the introduction of full economic costing in 2004.

Since 2002, funding has grown faster from charities, central government and overseas than it has from industry.

The report also analyses responses to a survey of 22,000 academics, conducted in 2010.

The survey found that 34% of academics at departments rated highly in the 2008 Research Assessment Exercise describe themselves as conducting basic research. This compares with 27% of academics at medium-rated departments and 21% at low-rated departments.

In contrast, a higher proportion, 52% of academics at low-rated departments said they were motivated by research applications alone, compared with 35% at higher-rated departments.

Scientists at higher-rated departments were more likely to be involved in patenting, licensing and spin-outs than their counterparts at lower-ranked departments. 16% of scientists at higher-ranked departments said they were involved in patenting, compared with 10% at low-ranked departments.

The report found that activities like these, though, form only a small component of impact activities, with a much higher proportion of academics getting involved in people-based, problem-solving and community-based interactions.

According to the survey, the highest constraints to academics interacting with external organisations are lack of time, cited by 66% of respondents, and university bureaucracy, cited by 31%.

UK droughts and water scarcity grants – outline bids

The Natural Environment Research Council, in collaboration with the Economic and Social Research Council, the Engineering and Physical Science Research Council, the Biotechnology and Biological Sciences Research Council and the Arts and Humanities Research Council, invites outline bids for its UK droughts and water scarcity grants. These are for consortia to respond to one of three work packages in relation to droughts and water scarcity in the UK. The three work packages are:

•     characterisation and quantification of the roles of multiple drivers, their impacts, and cumulative effects during historic periods of drought and water scarcity and methods to support decision-making, worth up to £1.5 million;

•     forecasting droughts and water scarcity, and methods to support decision-making, worth up to £2m;

•     impacts of droughts and water scarcity, and methods to support decision-making, worth up to £7m for individual consortia of up to £3.5m.

All consortia must be interdisciplinary and cover an appropriate range of environmental, social, economic, historical and cultural contexts at multiple scales within the UK. Project duration should be between 36 and 48 months. Applicants must be eligible for RCUK research grant funding.

The total budget is worth up to £10.5m.

Closing date 03 May 13 for outline bids, full proposals due 21 August 2013.

Call for Proposals: Erasmus Charter for Higher Education 2014-20

 
The European Commission has launched a call for proposals for the Erasmus Charter for Higher Education 2014-2020 under the proposed programme for education, training, youth and sport.
 

The Erasmus Charter for Higher Education (ECHE) provides the general quality framework for European and international co-operation activities a Higher Education Institution may carry out within the Programme. It is a prerequisite for HEIs to organise student mobility and teaching and other staff mobility, to carry out Erasmus intensive language courses and intensive programmes, and to apply for multilateral projects, networks, accompanying measures and to organise preparatory visits. Renewal of Staffordshire University’s Erasmus Charter for HE will be applied for at an institutional level.

The 2014-2020 EU programme for education, training, youth and sport supports, among other policy objectives, the European modernisation and internationalisation agenda in higher education. The Programme will cover the period 2014-2020 and replaces seven existing programmes, including the Lifelong Learning programme (LLP) which will end with the academic year 2013-2014.

PCP SILVER challenge

Supporting Independent Living for the Elderly through Robotics, EU and other funders

Supporting Independent Living for the Elderly through Robotics invites applications under its pre-commercial procurement SILVER challenge. Funding supports two to three years projects with the aim to develop new innovative robotic solutions to make elderly people more independent from professional homecare. Tenderers should aim at a market introduction of their new solution a maximum of two to four years after the end of the PCP. All legal entities from EU members and associated state countries and with relevant portion of research and development are eligible. The total budget is €2,150,000. The process will be divided in three phases:

•up to eight companies will participate in the design of a solution with a budget up to €350,000 for a period of six months;

•up to four companies will participate in the development of a prototype with a budget up to €720,000 for a period of one year;

•up to three companies will participate in the pre-commercial development with a budget up to €1,080,000 for a period of one year.

Europarl: vocational education and training

The European Parliament invites proposals for its call on dual education – a bridge over troubled waters.

The tenderer will provide the Committee on Culture and Education with concise data on the state of play of vocational education and training in member states to serve as background information for ongoing and upcoming debates on the new generation of education and training programmes, as well as on the EU 2020 strategy.

Funding is estimated to be worth up to €130,000 over 24 months.

Europarl: economic, social and territorial cohesion

The European Parliament invites proposals for the impact of the economic crisis on the economic, social and territorial cohesion of the European Union.

The tenderer will examine the various consequences that the economic and financial crisis had had and is having on the economic, social and territorial cohesion of the EU.

Funding is estimated to be worth up to €128,000 over 24 months.

Europarl: higher education exams

The European Parliament invites proposals for its call on higher education entrance qualifications and exams in Europe: a comparison.

The tenderer will examine the different types of secondary leaving certificates required to enter higher education institutions including the qualification level of each subject that students are tested, and will provide a description and assessment of specific admission requirements that governmental authorities or institutions of higher education are setting.

Funding is estimated to be worth up to €100,000.

FP7 Artemis call for proposals ARTEMIS-2013-1

European Commission Framework Programme 7 (becoming Horizon 2020): Cooperation, EU

The European Commission Framework Programme 7: Cooperation invites proposals for the ARTEMIS-2013-1 call. Funding supports industry-driven research projects, in the field of embedded computing systems, that aim to generate new and improved technologies and apply them in products, processes or services, in order to strengthen the competitiveness of European industry, improve sustainability and facilitate the emergence of new markets and applications that respond to societal needs.

Legal entities established in any EU member state or FP7 associated country may apply. Legal entities from the other third countries and international organisations may participate. Each consortium must include at least three legal entities established in three different ARTEMIS states. These are Austria, Belgium, Czech Republic, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Netherlands, Norway, Poland, Portugal, Romania, Slovenia, Spain, Sweden and the UK. The involvement of SMEs is encouraged. The budget for this call is approximately €72.29 million and the financial contribution of the programme will be 16.7 per cent of eligible costs. What Works Centre for Local Economic Growth Call for Proposals

The ESRC, Department for Business, Innovation and Skills, and the Department for Communities and Local Government are inviting proposals for a What Works Centre, addressing the Local Economic Growth policy arena.

Applications may be made for up to £3.75 million (at 100 per cent fEC) for a period of up to three years. The scheme is open to all staff at research organisations eligible for Research Council Funding.

The aim of the Centre is to provide synthesis, evaluation and communication of the evidence base in support of policy implementation in the local economic growth arena. The primary customers for the outputs of the Centre will be decision makers and practitioners working in, and with, local economic partnerships, cities and local authorities, using evidence to ensure the best results for their localities.

Workshop for potential bidders

The funding partners will be hosting a workshop for potential bidders on 18 March 2013 at the BIS Conference Centre, 1 Victoria Street, London SW1.

This will provide an opportunity for potential bidders to learn more about the expectations of the funding partners, and to meet with other organisations with interests in areas covered by this call for proposals. Attendance at the workshop is not mandatory for a proposal to be accepted, however the partners believe it will offer opportunities to build stronger proposals.

Admittance to the workshop is by pre-registration only. To request a place please email your details to whatworks@esrc.ac.uk no later than 17.00 on 13 March 2013.

The deadline for submission of full proposals is 16.00 on 25 April 2013.
