Horizon 2020: New Participant Portal Now Live

The new version of the Research Participant Portal, to be used for Horizon 2020 calls and projects and ongoing FP7 projects is now live.

The Participant Portal is the point of entry for information about Horizon 2020, funding calls, partner searches and information about the types of funding instrument in Horizon 2020. It is also the mechanism through which applications will be submitted for calls under the programme, and through which grant signature and subsequent grant management will take place.The portal is different in appearance to the FP7 portal and is easier to navigate. A key document is the Online Manual, accessible through most pages and providing useful information on applying for grants and on each stage of grant management.

Users should note that much of the portal is not yet complete – in particular, information on calls is not yet provided. The intention is that most of the site will be fully operational from 11 December and the launch of Horizon 2020, but some areas may continue as work in progress after this date as final details are resolved and can then be added to the portal.

Information continues to be available on the portal on FP7 – key documents for instance – and access to existing FP7 projects is unchanged by the upgrade of the participant portal.

Supporting Student Start Ups: Could Universities be more supportive and how?

Please find attached the link to an old(ish) interesting article on the above subject (September 2013) from the Times Educational Supplement.

The article does not explore formal ownership of University intellectual property, including patents, whether developed or created by Students with Universities, or independently. However if the starting point is in relation to Intellectual property formally owned by the University, consideration would need to be given to the policy as to whether it was the intention that the Student owned IP generated during coursework or studies, or whether the University owns it. If the policy was that University owned, we would also need to consider whether the University should formally assign all rights in intellectual property to the Student. These are all well known policy choices; some Universities assert (for themselves) formal ownership of all IP generated by Students, and then in suitable cases assign rights back to the Student; others as a matter of policy start from a base where the Student owns all IP created or developed by them during the period of their studies or coursework.

The picture would inevitably change if there was Course work or research privately funded by external parties, and in cases where the Student has ceased formal studies. It is not clear (to me) whether this is the case in the two examples. In general, it is recommended to work out claims as to ownership on a case by case basis. The article discusses two interesting examples of Student inventors working in the field of fibre optic sensing technology, and secondly in the field of surgical devices. Universities should be able to provide workable legal frameworks for current and former Students in start ups, and the attached article contains two good examples for discussion.

It is true that the preliminary legal framework can be rigid and out of date; but we have to start the discussion somewhere – I recommend the case of Kelly and Chiu v GE Healthcare [2009] EWHC 181, a case involving valuation of contribution to inventions by employees (pursuant to sections 40 and 41 of the Patents Act 1977), Unilever v Shanks [2010] EWCA 1283.

The other elements (whether students or the educational institution formally owns) inventions are often in many circumstances, matters of policy, depending on who had actually made the invention, or contributed to an outstanding benefit. The two attached cases explore the difficult issue of valuing outstanding benefit and contribution of inventions, albeit in the context of the employer/employee relationship. The two valuation cases hopefully mirror the two examples of start ups in the Times Higher Education article.

2014 Fast Forward Competition opens

Entries for a competition to turn innovative ideas into reality have opened for eligible universities and research establishments. As part of the 2014 Fast Forward competition they are now able to compete for a pot of the £750,000 funding available.

The closing date for entries in the competition (electronic and paper) is Friday 13 December 2013.

Since 2010, the competition has provided £2 million worth of funding and inspired 35 innovative UK projects.

Universities and public sector research establishments are encouraged to work collaboratively with businesses and local communities on projects that best use innovation and Intellectual Property (IP). Last year’s projects were in the areas of healthcare and social enterprises, clean technology construction and aerospace.

• Bloodhound@University project which is involved in the Bloodhound Super Sonic Car (SSC) world land speed record project. Based at the University of the West of England, Bloodhound@University secured £80,000 in funding.

• ITALIA project from Buckinghamshire New University. The project was awarded £70,000 to bring together a variety of medical experts, university academics and Buckinghamshire County Council to develop new telehealth solutions to connect patients and doctors

The AXA Research Fund invites applications for its chairs programme. Grants enable institutions to attract one or more world-class researchers to undertake teaching alongside research work. The researcher may address the following topics:

environmental risks, including natural hazards, human-driven environmental changes and risks linked to climate change;

life risks, including ageing and long-term care, addictions and risky behaviours and biomedical risks;

socio-economic risks, including geopolitical risks, macro-economic and systematic financial risks, individual and collective behaviours when facing uncertainties, and large corporate risks.

Applications are welcomed from research institutions in the European Union as well as from 40 other countries.

Chair positions may request up to €2.5 million, while funding for the successional chair programme is worth up to €1.8m.

Funding opportunities for ICT research

The ICT Knowledge Transfer Network (KTN) and the ICT National Contact Point are organising a half day event at Aston University to promote forthcoming opportunities for funding from the Horizon 2020 programme. Horizon 2020 is the new European Commission funding programme for research, technological development and innovation. 

This event will provide an overview of the funding available and importantly the range of support in place to help people benefit from these opportunities. ICT is a fundamental part of Horizon 2020 in both addressing new ICT developments and developing the use of ICT to support societal challenges.  Access to finance schemes are also available to support innovation in SMEs.

Staffordshire University ARBOR project in the running for European Commission Award

A huge congratulations to the ARBOR project team in our Faculty of Computing, Engineering and Sciences who have been named as finalists in the European Commission’s RegioStars Awards for 2014.  They have been shortlisted from 80 projects from across the EU which have been supported by EU cohesion policy funding on the basis of their delivery of innovation, impact, sustainability and partnership.

ARBOR is an Interreg IVB NWE funded project aiming to develop regional strategies and new technological solutions for more sustainable biomass use.  It is led by Staffordshire University and involves 12 other partners from 6 different European regions.

ARBOR Project Manager Dr Sacha Oberweis traveled to Brussels to showcase the ARBOR project last week to the awards jury (pictured below). The final decision will be made by the Commissioner for Regional Policy, Johannes Hahn in March at an award ceremony on 31st March 2014.
