Children and Families, Law in Society, Education and Open Door

The Nuffield Foundation invites applications for its grants for research and innovation. Grants will support research, practical experiments or development work in the following areas:

  • children and families – helps to ensure that the legal and institutional framework is best adapted to meet the needs of children and families;
  • education – supports innovative research and development in specific priority areas;
  • law in society – promotes access to and understanding of the civil justice system;
  • open door – for projects that improve social wellbeing and meet trustees’ wider interests but lie outside other programme areas.

The foundation will not fund organisations outside the UK or projects that take place outside the UK. Collaboration with partners in European or Commonwealth countries is permitted. Grants normally range from £10,000 to £250,000, although the majority are worth between £50,000 and £150,000.

European Cyber Security Month: October 2013

October sees the start of the European Cyber Security month (ECSM).

Public and private sector organisations in the area of Network and Information Security are invited to get involved. This year’s programme will be based around the EU Cyber Security Strategy.

The event aims to promote public awareness of cyber security issues and to provide up to date security information through education, good practice example and competitions. Activities will take place throughout October all over Europe.

The call for expressions of interest is now open and the organisers want to hear about activities planned in member states – social media campaigns, news articles, student fairs, road-shows, information sessions by Computer Emergency Response Teams (CERTs), round-table discussion sesions etc.

Erasmus Charter for Higher Education 2014-2020

Staffordshire University submitted an application for an Erasmus Charter for Higher Education for the years 2014-2020. If the Unviersity is successful, it will mean the University is eligible to apply for funding under the new EU programme for education, training, youth and sport supports –Erasmus for All. The University had the same status for the 2007-2013 Lifelong Learning Programme.

The Erasmus for All programme has not yet been adopted by the European legislators. However, the Commission published the call for proposals in order to allow for a smooth implementation of the Programme as soon as its legal basis has been adopted.

The Erasmus Charter for Higher Education (ECHE) provides the general quality framework for European and international cooperation activities a higher education institution (HEI) may carry out within the Programme. 188 UK institutions have applied for an ECHE under this call, with a total of 4,577 applications submitted in total across the EU.  A published list of institutions selected will be provided in December, we should be informed of our individual application result in November.  Further information is available at http://eacea.ec.europa.eu/funding/2014/call_he_charter_en.php.

European finance ministers have pledged to provide an additional €7.3 billion of funding this year, to pay bills for EU programmes including Framework 7.

At a meeting on 14 May, member states gave their political agreement to the funds, stating they would be used for “measures to support economic growth, create jobs and tackle unemployment”.

The €7.3bn-allocation is the first batch of money designed to top up this year’s budget, and meet payments already committed under EU programmes. The Commission has previously estimated that €11.2bn will be needed in total, including €678 million for Framework 7 and €126m for education and the Erasmus programme.

Finance ministers said they would consider a second payment to make up the funds in mid-October. The first tranche of additional money was agreed under qualified majority by the member states, although five countries—the UK, Denmark, Finland, Sweden and the Netherlands—opposed the move.

The Council of Minister’s positive signal on the 2013 budget means discussions on the 2014-20 budget framework can continue as planned. MEPs had previously stated they would be unwilling to agree a package for the next seven years, until member states agreed to honour commitments for this year.

However, at yesterday’s meeting, finance ministers said the formal vote on the extra €7.3bn will be postponed until the Council of Ministers and the European Parliament reach an agreement on the overall seven-year budget.

At a press conference following the meeting, the Irish minister for finance Michael Noonan said: “As you know, these discussions [on the 2013 budget] have been linked by the European Parliament to the discussions on the multiannual financial framework. Whilst we regret this link, we acknowledge this is a political reality.”

“Both the European Parliament and the Council have agreed to the principle that ‘nothing is agreed until everything is agreed’”, stated the Council.

Discussions on the overall budget from 2014-20 began on Monday 13 May. EU representatives have said a swift agreement will be vital to prevent delay to programmes such as Horizon 2020, set to begin in 2014.

The president of the Committee of the Regions, Ramon Luis Valcárcel, welcomed the announcement of an extra €7.3bn, but emphasized the importance of a second top-up later this year. “Regions and cities need to be reimbursed for the money they have already spent on EU-funded projects,” he said.

However, MEP Ivailo Kalfin referred to the agreement as a “no-go” on Twitter, criticising the finance council for only agreeing to part of the additional budget and making it conditional on the Parliament’s consent on the MFF.

Ridiculous, these are funds legally due,” he wrote.

The biggest ICT event in Europe: ICT 2013 – Create, Connect, Grow in Vilnius on 6-8 November, 2013

More than 4000 researchers, innovators, entrepreneurs, industry representatives, young people and politicians are expected in Vilnius.

The “ICT 2013 – Create, Connect & Grow” event combines a conference, an exhibition, networking sessions, an investment forum and activities for students and young researchers.

The conference will address a range of issues across the ICT sector varying from cloud computing, broadband and ICT infrastructures to ICT skills, cyber security and long term visions on the future.

The plenary sessions are organised thematically:

  • Create: Disruptive and inspirational ICT research and innovation;
  • Connect: Breaking silos, building bridges, exploiting synergies; and

Capital Funding Call for Digital Transformations in Community research Co-Production in the Arts and Humanities

As part of the cross-Council Connected Communities Programme, the AHRC is inviting applications for Digital Community Research Co-Production Projects. The call aims to harness digital technologies to stimulate innovative engagements and research co-production between communities and researchers. £4m capital funding is available under this call.

A key focus of, and output from, the projects funded must be some form of new, or significantly enhanced, research-based asset of enduring value for communities and future research. These assets may take a variety of forms, such as open datasets, integrated search facilities, mash-ups, visualizations and mappings, enhanced gateways and portals, galleries, tools, hardware, interfaces, software, material artefacts, or other forms of innovative cultural and creative resource or asset.

Applications are invited for between £50,000 and £600,000 on a full economic cost basis and the AHRC will fund 80% of the full economic costs (with the exception that equipment costs may be included under this call). The closing date is Thursday 27th June 2013.

There are a series of launch events, the local event is Birmingham on 30th May.

Final Eco-Innovation Call Launched

 

The European Commission has launched the final call for the Eco-Innovation Fund. This is not a brilliant fund as it only covers 50% of costs. But could be worth looking into if work is already being developed around this theme.

Overview: The Eco-Innovation initiative is designed to support projects on the first application or market replication of eco-innovative techniques, products, services or practices which have already been technically demonstrated with success but which, owing to residual risk, have not yet entered the market.

The priorities for this year’s call are:

•           Materials Recycling;

•           Sustainable Building Products;

•           Food and Drink Sector;

•           Water; and

•           Greening businesses.

Deadlines: 05/09/2013

Budget: Grants for successful projects cover up to 50% of the eligible project costs, and this call has a total budget of €31 million.

The Intellectual Property Bill: currently before Parliament: clause 19

The Government’s new Intellectual Property Bill has had its first reading in the House of Lords on 9 May 2013 – second reading due on 22 May 2013.

Clause 19 in the attached Bill appears to amend section 22 of the Freedom of Information Act 2000, which permits a public body withholding publication in certain circumstances.

Clause 19 in the attached Bill will hopefully govern the circumstances for the release of raw data sets, and this will be kept under review as to whether this is the promised amendment to address concerns about the immediate unfettered disclosure of raw data by Higher Education Institutions.
